you need to locate these two with the windows registry editor and then change the value from one to zero.

Once you have done this task manager will work and you can start it by pressing the CTRL-ALT-DEL keys together then go the processes tab and disable the entries for defcnt.exe and uninstall.exe this will stop it running

Once you have done this you will then need to find any entries for defense center in the registry including the ones below and delete them

HKEY_CLASSES_ROOT\secfile

HKEY_LOCAL_MACHINE\SOFTWARE\Defense Center

search for anything else that has defense center in it in the registry and delete it.
